Me Too Movement Comes to Scott Base: Sex Assault Charges Filed against Ex-Scott Air Force Base Commander John Howard

A former commander at Scott Air Force Base faces sexual assault charges months after he was stripped of his command.
Col. John Howard was charged with two counts of cruelty and maltreatment, two counts of sexual assault, one count of conduct unbecoming an officer and one count of fraternization in violation of the Uniform Code of Military Justice.
The charges stem from accusations of sexual misconduct from July 2016 to November 2017. Howard was relieved of his command of the 375th Air Mobility Wing at the base Dec. 11, 2017.
Howard is accused of two counts of sexually assaulting a senior airman in April 2017 in Bangor, Maine. In those cases, he is accused of forcing oral sex without the woman’s consent.
Howard is also accused of rubbing his groin on a senior airman who he had authority over at the Royal Air Force Mildenhall station in Suffolk, England, between July and September 2016.
In several other instances Howard also alluded to an erection to an airman and spoke sexually about his genitals.
Lt. General Giovanni Tuck said at the time of Howard’s ouster that he had “lost confidence in Howard’s leadership.” It was later announced the former commander was under investigation for alleged sexual misconduct.
The investigation is being conducted by the Air Force Office of Special Investigations.
“To protect the rights of Colonel Howard and the integrity of ongoing legal proceedings, no other information about the case will be released at this time,” 18th Air Force spokesman Capt. Ryan DeCamp said in an email Monday.
Howard’s replacement, Col. Leslie A. Maher, assumed command Feb. 20, taking over leadership of more than 3,100 personnel at Scott Air Force Base about 25 miles east of St. Louis.
The 375th Air Mobility Wing at the base provides aeromedical evacuation for patients and operational support airlift.
